Yes, you need a permit to remove a tree in Surrey. The city requires a Tree Cutting Permit for all tree removals for trees with 30 cm diameter at breast height, regardless of the tree’s location on private or city property. The following tree species require a tree permit regardless of size:

Garry Oak (Quercus garryana)
Coast Redwood (Sequoia sempervirens)
Dawn Redwood (Metasequoia glyptostroboides)
